Special education in Ontario is governed by the Education act.

They have variety of regulations in place to ensure every child has access to education. It states responsibilities and rights of school board, schools, principals, teachers and students. The legislation defines exceptional students, special education programs and services. All the laws and regulations are there to ensure every child regardless of there ability has access to education and is able to reach their full potential while becoming a contributing citizen of the society.
